- This species is from a culture that follows laws or policies that conflict with that of the United Federation of Planets. They would have to subscribe to Federation ideals instead of that of their homeworld.
- This species is allied with the Federation. If your character applied to Starfleet Academy before 2410, they will have required a letter of recommendation from a Starfleet officer ranked Commander or higher. If this was after 2410 (with the establishment of the Khitomer Alliance,) they could apply without the letter. Alternatively, your character can be an exchange officer or a total transfer from their home faction's forces. If you go with the latter, you must include why they chose to swap to Starfleet.
