If your character applied to Starfleet Academy before 2410, they will have required a letter of recommendation from a Starfleet officer ranked Commander or higher. If this was after 2410 (with the establishment of the Khitomer Alliance,) they could apply without the letter. Alternatively, your character can be an exchange officer or a total transfer from their home faction's forces. If you go with the latter, you must include why they chose to swap to Starfleet.
- This species is from the Delta Quadrant. In their backstory you will have to include detail of why and how they ended up in Starfleet, or if they are a civilian, how they ended up in the Alpha Quadrant in general.
